Every CPO knows these too well. “However, without inspired and motivated procurement professionals, the procurement buzzwords are meaningless.” Maria Agrusa, the CPO at Orange County, emphasises the invaluable contribution of her staff, whom she regards as the cornerstone of her organisation’s success. “Quality and engaged staff are indispensable for accomplishing our tasks”, Maria asserts.

Maria brings a wealth of knowledge and a strong commitment to elevating the procurement profession in her leadership role, with over 25 years of experience in government contracting. She was awarded Procurement Officer of the Year in 2020 and 2023 by the California State Association of Counties. Her diverse background spans various government procurement sectors, including healthcare and military, providing her with a breadth of experience.  

Procurement is all about relationships

“Procurement is all about relationships,” Maria says, referring to her staff, peers, suppliers, and customers. She’s been focused on strengthening all these relationships, while empowering her team to understand the critical value they bring to the table.

Maria focuses on attracting talent from diverse backgrounds and facilitating cross-departmental training opportunities. She also recognises the importance of cultivating a skilled workforce, Under her leadership, the procurement team is empowered to become subject matter experts through formalised training and rotational programs. “For example, only those who previously worked in architect and engineering were provided architect and engineering training. However, I’ve opened up formalised training to everyone. I think it’s beneficial for everyone to learn, and then I’m able to rotate within each department.” This approach not only enhances individual skill sets but also fosters career development and progression within the department.
